Women Enabled International (WEI) appreciates the opportunity to provide this additional information to the United Nations Working Group on the issue of Discrimination against Women in Law and in Practice (the Working Group) to inform its forthcoming Report on the issue of deprivation of liberty and its impact on women. WEI’s submission focuses on deprivation of liberty and how it impacts women and girls with disabilities.
The submission identifies isolation, segregation, and institutionalization as specific forms of deprivation of liberty that women with disabilities disproportionately experience as compared to men with disabilities and non-disabled women. The submission then examines how gender-based violence against women with disabilities is both a cause and consequence of such deprivation of liberty and identifies specific barriers that women with disabilities face in accessing justice in connection with these various forms of deprivation of liberty. The submission concludes with some specific recommendations about how the Working Group can strengthen international human rights protections for women and girls with disabilities in the context of deprivation of liberty.
